Cannot play Dabo on account...

I was working on completing the mission "Spin the Wheel" on a delta recruit when I made the shocking discovery that I could not play Dabo on my account. On my delta recruit and my other characters I get not option to use the Dabo table or speak with Leeta when I approach them either at Drozana or in Quark's.

Needless to say, this blocks me from completing "Spin the Wheel" or moving forward on my recruit. Is it possible I am doing something wrong?

    it appears as a minor interaction pop up, usually on the lower right hand side of the screen.
    Everywhere I look, people are screaming about how bad Cryptic is.
