Prisoners getting bound to character.

Out of my three pure KDF captains (meaning not KDF-Rom), I've got two that have bound prisoners who refuse to leave the brig.
They had been used in missions, such as "Ransom prisoner" that involved trading them, but not the turn in to security mission you'd find on a social map. The missions failed, resulting in injuries to the prisoners.
After the Sickbay mission cools off, I find I'm stuck with a doff that I can't use in a mission, mail, sell or just plain old dismiss. They are taking up precious brig space, which is a rant for another day.
On the Doffing roster list, the doff is shown as being in-active, but hovering over the "dismiss" it says he's on a mission.
