I've been using a Temporal Destroyer for quite a while and loved using my Manheim Device to send off a couple of quantum "duplicates" to take care of an enemy. Sometimes, they took care of an enemy before I could even engage it (or while I took on another one.) And best of all, if they were destroyed, I never received any damage to my ship.
Now.... (actually, for the last few months - probably around the time I did the 5U upgrade,) almost every time I use the Manheim Device, the two quantum duplicates (they're NOT really duplicates as they don't use the same armament or weapons as I do) almost always get destroyed within 5-10 seconds and I die as well (even though my ship never got hit.) I could swear that the duplicates have absolutely no shields, or hull points etc. as they're getting destroyed so fast... and all the damage they receive are going against me. Almost every time I'm destroyed while the Manheim Device is in play, the kill info shows I was destroyed by the Manheim Effect.
Nowadays, the Manheim Device is more of a liability than an asset. (And I don't remember seeing any release notes saying they were changing it.)
SUPRISE!!!!!!!!!!!!!!!!!!!! the almighty nerf hammer strikes again and without warning. We called the Manheim Device the Suicide console for a reason. No self respecting temporal captain uses it. The duplicates are not exact duplicates of your ship and are at 25% of what your shields and hull are. Bottom line good idea bad execution.

The two highlighted bits...kind of contradict themselves. Unless you were having some temporal fun there.

Actually when it came out I used it on my Wells and discovered the problem years ago. But since my discovery and discontinuance of the use of the device some one fixed it. Now it has drawn the attention of the nerf hammer AGAIN I will defer to the OP's experience that it is back to nerfdom. I think therefore I am I was and I will be..... Only temporal captains can say that.

Wow, I didn't realize they'd ever addressed it...thought it had started out a suicide console and had remained so. While it's no guarantee, a search of the release notes never show them touching it.
Activating the Manheim Device creates two temporal duplicates of your ship - one from the future, and one from the past. Any hull damage or healing your past duplicate receives will pass onto you, and any hull damage or healing you receive will pass onto your future counterpart. http://sto.gamepedia.com/Ability:_Manheim_Effect
this is not a bug or a nerf, this is the way the console was originally designed. it has ALWAYS been like that. but yeah, it's pretty much a suicide button.

I'm familiar with the Wiki, but that's not what was happening when I first got the ship. Although the ships have never been a true duplicate, I wasn't receiving any damage from those other ships (past or future.) Now, I'm getting killed in 5-10 seconds (sometimes less.) Before, I would never get damage (or die) based on the damage they receive.

Even this thread just last September was having the suicide discussion: http://sto-forum.perfectworld.com/showthread.php?t=1233651
