i couldnt help but notice someone who is missing from the plaques and that would be Ray Walston who played Boothby in tng and voyager (granted he was a undine boothby) but still
Problem is, there has a compromis to be done for the memorial.
Or we can end up with including all guest stars, editors, musicians, stunt people (there died a lot of them within the last year), camera crews, stylists, lighters, production assistants, personal assistants, costume builders, stage builders, catering people, the guy who played the Borg rising his hand in one scene, the male ops officer from one TOS episode, and the fan from Missouri who wrote a letter to Roddenberry in 1984 for a signed picture.
I personally miss Wendy Hughes (Lt.Cmd Daren) but she wasnt that vital to Star Trek itself.
It is sad that all these people passed away, but it is not possible to include everyone who appeared for an episode on the memorial.

The Minion Master has a point. Boothby already has one.
Technically, even if his name is not specifically mentioned, I believe Boothby has a plaque on Academy grounds somewhere. A bit of a compromise if you will.
