Elachi set not giving shield bonus?

Before putting on Elachi 2-piece set (console and cannon) I have 8796 each shield facing. After putting the set on my shields read the same!

Disruptors get the damage boost and my science skills stats for shield systems go from 99 to 117. Despite that, no change in shield HPs.

Bug?

This is due to the overall issues with shields, and likely not an issue with the 2-set.
