Animations are accomplished by creating multiple frames within one image. So while the full image might be 2048x2048, the actual texture only takes up 1024x1024 of that. Then we can have 4 frames of animation, where something changes in each frame.
However, as stated, the big screens are already at our maximum resolution. That means we're already using the full texture resolution (2048x2048) for the WHOLE texture. We can't animate it without reducing the resolution.
So yes, the really big screens, generally won't have any animations.

Could a large static image have smaller moving images placed in front of it. I am imagining a tiny PADD sized pop-up just off to the side of a sector location showing a ship in orbit of a planet suggestion a scientific survey taking place at those co-ordinates. Or a similar pop-up showing a repeating fed/kdf battle animation.
Remember, in this scenario, I'm Fry and you're the Professor, but instead of me saying, "Magic. Got it." I'm asking if you need a bigger wand. Feel free to *bleep* slap me with your science if I'm being incredibly stupid. I mean, I barely understand how HTML works, so this might seem like a guy who knows what a hammer is, then asking a carpenter if he can nail a piece of glass to a wall.
