shooter mode tray missing

i've looked all over, can't find another thread about this... but the shooter mode tray has vanished. it worked during the anniversary but its gone now, looked all over for some kind of setting to turn it on or off.. would love to get this working again, with three bars of abilities at max levels kind of hard figuring out where the invisible tray is at :/ usually have to just switch out of shooter mode to use lesser used abilities.
