Have they said anything about making those actual Captain professions, rather than just specializations?

Intel and Command are not classes. They're specializations that are part of the endgame. Unless they're gonna allow for spec points to be available as you level up.
I think we're gonna only have Tactical, Engineering, and Science as usual.

They released a teaser of information. There's more coming, obviously.
I don't understand why everyone gets all up in arms about it. Would you rather have had them not say anything until the "main" blog with all of the details (which may still be being hammered out?) or give you a heads up?

Some people are just very quick about trying to turn everything Cryptic does into a negative, regardless of whether their actions are standard practice, or whether such criticism is warranted...
Trying to criticise Cryptic for common marketing practices really is clutching at straws...

Before explaining some of the exciting new features of Intelligence Specialists, its important to explain some of the terminology behind them. The Intelligence designation in Star Trek Online will be known as a Specialization, while the previous categories of Tactical, Engineering and Science are known as the officers Profession. Bridge Officers will be capable of belonging to both a single Profession and a single Specialization.
As stated, Professions and Specializations are two different things. There are still only 3 professions, and now 2 specializations, at this point.
Nothing indicates that the Delta Recruits event should have any effect whatsoever upon this core game mechanic. I don't see where it matters how much (or how little) Cryptic has told us about the event. The classifications (Profession/Specialization) have already been defined for some time.
As for the original post. Not likely, and not doable in the way you're described, but probably doable after a fashion.
Allowing the "delta recruits" side quests to unlock specialization points as they progress would be a way to allow them to catch up quickly. There's nothing inherently special about the abilities you pick up with intel or command that would lock them at end game.

See, normally I agree with you, Cryptic receives a lot of criticism that they shouldn't for making pretty standard balance adjustments to the game.
But it's precisely because I agree with you most of the time that I disagree with you now. This fanbase needs to be reassured, like timid marmots barely daring to leave their burrows, you need to introduce them to new things carefully. Otherwise they won't know whether the special event Cryptic is working on will be a pat on the head, or the utter destruction of the entire STO for the umpteenth time.

It was posted on a thread started by a person who asked if intel or command specializations might become professions for delta recruits who are player character captains. If the question posited by the OP wasn't referenced as the "rampant speculation" you were alluding to what grounding in reality did your post have?
Rather than having the candor to suck it up and acknowledge the only logical forumulation for your tinfoil hat supposition you resorted to diversion by way of name calling. It's not like playing tag so calling me a fool doesn't excise your copious stupidity. Thanks for the life-coach tip but your decision making inspires no confidence. If you are having a really good day someone may start a thread on the Lindbergh baby and then you can rampantly speculate on Cryptic's involvement in that too.
