Exothermic / Endothermic field stuck at 10% expose chance

I'm unable to increase the chance of exothermic or endothermic induction fields on ground sci kit module abilities past 10% expose chance.
The rest (i.e. neutronic, electro-gavitic, tricorder scan) can be increased by other content including lucky trait, pack leader, xindi [exphit].
This is based off tooltips in the skills bar and tested against groups in foundry with definite low chance of expose.
