Nebula Rescue Bug: Romulan Ships not Spawning

Ships that need rescuing are not showing up. This is causing time to be wasted and the 'Optional that isn't Optional' to be failed
you know, you guys should just remove the STF cooldown. with all of the bugs and silly 'optionals' its no wonder why people don't want to do STFs anymore.
AT the very least, REMOVE the cooldown if the STF is failed.
Then people will want to try again, the queues will be full again, and people will get better at it.
Its just too annoying to be worth it.
