Bridge Officer Ground Skills Still Bugged After Patch!

Hi, I am still having issues with swapping boff ground skills. It either wont let me select a new skill after learning it or if it will it swaps back to what the skill was previously straight away. Having this issue with my Kobali Command officer, Telaxian Intel and my other standard officers.... very frustrating.

Just to add, this happens in both the stations and skills tab..
