Romulan BOFFS won't deploy Hortas

The handmade Romulan BOFFS, like Tovan, Hiven, D'vex, Virel, and Five of Seven, will not deploy Hortas.
I'm Fed-Rom, and they seem to be able to use tribbles, remodulators, and other items, just not Hortas.
I haven't tested it out on randomly generated Romulan BOFFS, nor the 3 new Romulan BOFFS from the Dleta Rising pack.
They have been broken since LOR, and I have bugged it before, but so far no action.
