Federation Type 2 Phaser Upgrade Issues

Game Master Eypreel has asked that I post this here. I have spent hours trying to get them to even see the issue.
For clarity this item began its life as the reward for "The Night of the Comet" mission and the items starting details can be found here: http://sto.gamepedia.com/Federation_Type_2_Phaser. As you can see the item in 1.jpg has currently been upgraded to ultra rare. As an ultra rare should it not have 3 traits? That is only a small part of the issue, however. When you look at 2.jpg you can see what the result would be if it upgraded to epic and it is exactly the same as the ultra rare version. What gives? I have put a ton of resources into this because I wanted it gold but now it looks like that would be a waste. This is an absolutely iconic Phaser and it is rather sad it seems screwed up.
WOW ... they told me to include the screenshots here but now I see that I cannot .... nice. Great job by the game master telling me to do something that is impossible.
1.jpg was a screenshot of the Ultra Rare version
2.jpg was a screenshot of the epic version.
Long and short ... Federation type 2 phaser currently at MK IV Ultra rare ... the "possible result" epic version has exactly the same stats.
Why?
Should I do it?
Should I not?
Good lord this is probably the most iconic weapon in the game. How can the epic version of Kirk's phaser be bugged?
