Phalanx Formation working for opponents

Hello all.
I was in a private PvP match with a friends, doing some testing. i started the Phalanx Formation to get the buffs. My friend (on the opposing team to me) followed me through and got all of the benefits too.
At the tool tip specifically states that it's only supposed to affect allies I'm guessing this is a bug.
Anyone else experienced this?
