I've made a complete list of all known bugs within ground combat. Rather than make multiple threads and flood the board I thought it best to list them all in one single thread.
- Reputation trait: Omega Graviton Pulse Module
- The reputation trait has no effect on Borg Adaptation to weapons.
- Time with or without the trait has identical remodulation times.

- Kit ability: Electrostatic Field
- The tooltip on this ability states that it reflects only energy damage, but the ability actually reflects any form of damage (kinetic, physical, etc.).
- Kit ability: Nanite Health Monitor
- Nanite Health Monitor wastes its charges attempting to clear science debuffs such as Nanoprobe Infestation despite the fact that it is supposed to only heal the user when needed.
- Ground weapon: Zefram Cochrane Shotgun
- This weapon obtains buffs (such as the heal from Kit module - Biotech Siphon) intended for melee damage abilities due to the fact that the damage type is Physical rather than Kinetic.
- Kit ability: Elachi Subspace Rupture
- Like the Ionic Turbulence intel bridge officer ability in space; this ability chain disables players and makes it impossible for them to fight back, move, activate abilities, or use any form of counter.
- Kit ability: Psionic Assault
- Duty officer: Shield Distribution Officer, Chance for Weapon Malfunction with Draw Fire
- This duty officer ability immediately applies weapon malfunction immunity rather than applying a weapon malfunction. Same bug that was fixed on April 3, 2014 with the similarly functioning Diagnostic Engineer.
- Reputation trait: Enhanced Personal Shields / Specialization ability: Juggernaut Shielding I + II.
- All +Max ShieldHP traits are affected by a display issue.
- Shields depleted with +Max ShieldHP traits display as having 0/0 capacity and the bar is colored white rather than black with 0/<Capacity Here>.
- This bug persists until the shield regenerates.
- Kit ability: Fuse Armor / Kit ability: Ambush interaction
- Fuse armor is stripping the buff off of players with Kit ability: Ambush active.
- To reproduce have one player activate Kit ability: Ambush and then have another player activate Kit ability: Fuse Armor. Fuse armor will quickly remove Ambush from the player's buff bar.
- Mechanic: Expose Chance
- Trait: Creative
- Effect: Weapon based damage procs
- Upgrading ground weapons to Mk XIII or Mk XIV more than doubles proc damage.
- Plasma DoT procs are most significant; jumping from 45.6 at Mk XI to ~49 at Mk XII to 88 at Mk XIV.

- Debuff: Damage Resistance Rating Reduction
- Damage Resistance Rating debuffs are receiving an increase in magnitude from "all damage" buffs.

- Intel Kit ability: Resonant Tachyon Stream
- This effect is not counting as damage and prevents the regeneration of player shields.

You didn't even give them suggested fix ideas like I did. Clearly they need some jump off point to figure out how to balance these things since they were created op in the first place.
Everything listed here isn't working as described within the tooltip. Ultimately everything listed here is working in ways other than the devs intended when they wrote the tooltip description. Thus the decision on whether the tooltip or the actual ability is wrong is entirely up to the devs.

This thread was started February 13, 2015 which was long before any of these issues were fixed. Since that time two issues have been fully fixed and one issue has been partially fixed. Commando Specialization ability: Juggernaut System and Genetic Resequencer Pack - Ground Trait (Profession-Specific) are fully fixed while Reputation trait: Enhanced Personal Shields / Specialization ability: Juggernaut Shielding I + II is partially fixed.

- This damage ability can be used while cloaked (using the Stealth Module kit module).
