Reputation Active Traits missing from Skills list and hotbar

I recently hit tier V rep with two more factions giving me a total of 3 active traits. I have checked all three of the "Trait is Active" checkboxes on the traits tab but only one of the three shows up when I open the skills list (from the small button on the hotbar tray). That is also the only one that stays on the hotbar. The other two disappear EVERY time I zone.
Since those two do not appear in the skills list I cant drag them back to the hotbar after they disappear. The only way to get them back is to open the traits window, uncheck the "Trait is active" checkbox and then check it again. Then they reappear on the hotbar I have to do this each and every time I warp to another sector or enter a pve match, etc.
Add to that the fact that my boffs like to walk away from their stations from time to time, I feel like I spend half my time putting skills back in place. The empty bridge stations only happens occasionally but the missing active traits happens every time I zone.
