Just to clear up i am familiar with the power tray and how to equip powers to it by using the "Available Skills" Tray

i am a science captain, this is my only character with this issue.

however i currntly dont have science skills form lvl 14 and up

this includes

Neural Neutralizer

Subnucleonic Beam

Dampening Field

Scattering Field

all of these abilities i should have, but i dont they are not in my power tray nor my "Available Skills" tray

Make sure you spend your available skill points.

In the list, next to each of the ones you're missing should be "(gain TRIBBLE,TRIBBLE skill points)". This is how many you need to have spent to unlock that power. Just earning the points isn't enough, you need to spend them.
