Unable to slot Cmdr level space abilities on purchased Romulan BOFFs

The Romulan BOFFs I bought from the embassy seem to have two problems for me.

When they're slotted on to my ship I'm unable to change their abilities. I also can't slot their Cmdr level ability on my tray.

Anyone else have this issue?

*sigh* I don't want this game to be a miracle of modern gaming. I just want it to work. I wonder if Cryptic will ever manage that?

    any chance this is a dyson ship?

    Those are badly messed up atm. If it is something else, no, my stuff works fine on my roms apart from the one bugged ship.

    try making sure they are trained to CMDR. BOs now just randomly lose ranks.
