Abilities react slower since last patch

I don't know it's because general server lags or it has something to do with recent changes in ability icon visuals, but since anniversary patch, my abilites react way much slower than before. Sometimes I have to press it two or three times, and the icon itself needs a second or more to show that the cooldown is actually started. Some of my fleetmates encountered this also. Anyone out there experiencing this?
