Gasko blues enemy ships ignored me

In the final part of the mission Gasko Blues, the Tal Shiar ships never fired at me. Instead they seemed to be content with flying around in circles the same way enemy npc ships normally do before ever engaging them. No changes in speed, no usage of powers, notta.

It just happened again in the Search for New Romulus. The first ship fought back, but when the next wave came they acted as if I wasn't there. I even took the time to scan an anomaly.

Now I kind of feel bad, here I was thinking that they were space bullies waiting to jump me and it turns out that were just out for a casual stroll.

Then in the next part, I suspect that this may be a clue to the issue, Tovan spoke as if the battle had ended before it even started and gave me the option to beam down to the planet, despite more ships being within range.
