New UI Icons don't have activation visuals

Before the anniversary, when you activated a power, there was a gray animation that would scroll down on the power to indicate it's activation.

Now there is no visual cue whatsoever, which is really glaring and makes it difficult to immerse myself into the gameplay.

This is not just a activation issue. The ui animations happen in distinct jumps now, the whole UI is no longer smooth. You do get the grey "activation" animation, but its just so short that most of the time you won't see it before the next UI update (about every 1-2 seconds)
