ionic turbulence disable doesnt work in pve

i did some testing and the disable doesnt seem to work in pve. in pvp it does work. please fix this or remove tzhe disable from this ability since its worthless.

    What enemy did you test against in PvE? Some very large NPCs are immune to the disable effects.

    Why do big ships get a free pass when player ships running powers like auxillary to dampers (which makes you immune to disables) still get disabled. Seems a bit at odds, that there should be a power specifically aimed at counteracting this sort of ability and it doesn't.

    Because a lot of things that should make sense, doesn't in their minds!
