Voth Chroniton-Transphasic torpedoes can't be upgraded

The mark 10 white torps from the voth lockbox/lobi ships can't be upgraded. Would really like to see a fix for this.

    I'm 95% sure it was stated in a dev [Borticus?] comment that the standard equipment that comes on a ship that is "Common" won't be able to be upgraded including special weapons such as the common voth-transphasic torp from the ships.
