So, was attempting to equip an Armory Officer (space) with the ability "chance to set a random second system offline when using subsystem targeting attacks" and I get the message that I cannot equip more than 1 items of that category. Now, mind you... I have NO OTHER doffs assigned in Active Space at the time.
I read this thread:
http://sto-forum.perfectworld.com/showthread.php?t=1043381
and checked and discovered i have an Armory Officer in the Ground Active with the ability "chance to beam in an additional phaser, disrupter or plasma turret" assigned.
I removed that and assigned the other and it worked.
Someone please explain to me why an Armory Officer with SPACE abilities can not be assigned while there is an Armory Officer with GROUND abilities assigned... and vice versa... This makes NO sense at all. Especially when I can assign other officers of the same category (ie Damage Control Engineer) to both Active Space and Active Ground.. no problem.

Because you can have more than 1 DCE assigned. Try assigning more than a total of 3 DCE combined ground and space and you should get the same message about not being able to have more than 3 DCE assigned even if you 3 DCE in space and none in ground and try to assign a ground DCE. Doff assignments draw from common category pool, regardless of whether they are space or ground.
Maybe I wasn't clear... I had ONE (1) Armory officer assigned in Active Ground roster, and wanted to assign ONE (1) to the Active Space roster. I couldn't because it said I can't have more than ONE of that category... I'd be happy (content maybe) if I could put one in each category as you mention... but nope.
It makes no sense at all that there should be any conflict between the two rosters. Especially when the DOFF in questions is specific to either Space or Ground.
This is ridiculously annoying.
If I had a wishlist of things that Cryptic should do... fixing this would be one... instead of changing things that aren't broke(ish).
Because Doff Assignments draw from common category pool regardless of actual ability. If you can only have 1 Armory Doff, then you can only have 1 Armory doff assigned, regardless of whether it is space or ground.
You mentioned the case with DCE, and how you can have both space and ground DCE assigned at the same time, and I explained that was because the DCE cap is 3 and not 1 - you can have a total of 3 DCE assigned, regardless of space or ground.
