Just a quick update -- the Nicor wasn't viable for a non-A2B set-up, but the Hazari seems like a good candidate via Reciprocity, All-Hands-On-Deck, and 3 Zemok's. It keeps FSB2 and gains access to Ionic Turbulence and the two Hazari uber-shield consoles. Looks quite promising

Reciprocity affects only tac and intel abilities, while All-Hands-On-Deck covers sci and captain powers, so you will still see improved cooldowns on all except engineering abilities. 3 Zemoks supporting AP-Omega guarantees a 30-31 sec cooldown, even while your ship is stationary or tractor-beamed, thereby better supporting Reciprocity by keeping the ship moving and defense elevated.
This Reciprocity/AHOD/3-Zemok set-up also allows the new JHSS to run this build because now it recovers a Lt.Cmdr sci slot for FSB2
PS: Sorry if I seem to be hijacking this thread... just suggesting other options besides A2B for mass-radiation torp bombing
Added a second copy of Isometric Charge to my inventory.
Technically, this is a cheat/exploit, but since it's being frequently abused by filthy, exploiting Hobos on a regular basis, I might as well do it too, just to even things out. (I learned it from YOU, DAD!) Having two copies of Isometric Charge lets me get around its 2-minute cooldown, and ensures that Isometric Charge is up whenever Isokinetic Cannon is.
These two powers, when well buffed, can each deliver around 50-60k instant damage, once a minute. Fantastic vape potential.
I believe that there are questions, and at least one challenger, concerning the logic of your build. If you agree, I'd like to serve as moderator of this debate.
Would you like to keep this to the forums on this thread, make a new thread, or do something more dynamic like a Google Hangout followed by a demonstration?
This is a fascinating build and I am interested in trying it out for myself. Unfortunately, I do not have access to the Undine ship or the Hazari ship. The bug ship is right out. Could you perhaps recommend a ship that is "close enough"?
There are no other exact matches to the Undine ship BOff, console and station positions. They all have too few of something.
The most promising ones are the ones with a Cmdr Tac / Lt Cmdr Sci / Lt Eng / Lt Eng layout. The Lt Cmdr engineering place is lost, but an ensign spot is picked up. It's an OK trade off. The closest overall match besides the ships already mentioned is the Fleet Patrol Escort Refit. The only downside to it is it has a phaser cannon permanently attached to its rear, taking up what would otherwise be a 4th rear weapon slot. The recluse has the right build, but it turns way too slow and has too few weapons.
I am seriously considering the Chel Grett since I already have one and it is fairly close, just missing an eng. slot.
Also, a few times in the thread you made edits explaining changes you made to the build. I might have missed something, but I don't think you explained everything you changed. For example, how did you squeeze the Elachi Silent Enemy 3 piece into the build? Where did you put the crescent cannon and the bio-neural circuits? If you have a screenshot of how the build looks now, that would be extremely helpful.

It has a lot more shield than Nicor, but far less hull, making it more vulnerable to shieldpen attacks. It also trades the Nicor's LtC eng seat, for a third ensign eng seat, if running in A2b config, which kinda sucks - but the fact that it has 5 boff seats instead of 4 means it gets an extra set of boff traits over the Nicor. Overall though, it's close enough to adapt this fit almost exactly - you might have to drop the heavy bio-molecular turret.
I've dropped the Elachi set; that was a brief experiment in being a disabling jerkbag. Fun, but not as easy to use as the setup mentioned in the OP. If you want the optimal setup, you should consider the one in the OP gospel, minus the Plasmonic Leech, which is now an Isometric Charge. Oh, and the Counter-Command deflector is now an ultra-rare Solanae deflector.

First off, have you settled on a "final build"? As in a generic build that you use for general PvP-ing? Knowing what the core of your build is should suffice.

I find it amusing that you seriously believe you can chase off anyone....I mean, the max hobo numbers in kerrat these days is three, with maybe another two or three klink regulars on a good night. All I ever see is you flying in a fed ball, talking how great you are, then to seconds later you do your weird TRIBBLE "kraa" call as you blow up...or if you manage to hit your FBP and blow up a klink you talk about how great your reflect is and how it makes you a God of pvp. I've never seen how a FBP with a certain reflect makes you good. All it proves is you can click one ability, stack a few consoles and gear, while someone who specialized much more into their build and needs to be able to pilot their ships to kill blow themselves up.
But I mean, you can gladly talk in OPvP more often about how great you are, and I'll just watch everyone ask who the frack you are and why no one has everyone seen you in any PvP match.
