The battery quartermaster doff variant is able to reduce the cooldowns of batteries to various degrees and does so except for the red matter capacitor which remains at 3 mins. For all intents and purposes the RMC is also a battery since putting points into the captain battery skill increases it's operational time, and is also modified by the Exocomp doff, allowing it to output an extra 5 points of energy for each subsystem specifically.

There is nothing in the DOFF text that states that only consumable batteries should be affected, so this could very well be a bug, but only Cryptic can provide a definitive answer.
All batteries and the red matter capacitor are classified as ship devices, so I do not see why they should not work with the Quartermaster DOFF.
Well hopefully some kind dev can take a look into the matter since just living with it isn't really an answer. Besides this isn't just some grandfathered item from the old days, it was offered through arc through a promotional code ffs.
It is supposed to work on RMC, just as RMC is supposed to clear subsystem debuffs, it was pointed out to Cryptic ages ago when the Quartermaster Doff first came out but they didn't see fit to sort it out, therefore it is now WAI and you have to live with it.
Depending on where you read the RMC info... one part says it fixes all subsystems... another part says it only fixes aux subsystems.
I think it only does fix Aux subsystems... cause I could of sworn it works on aux. but yeah it definitely does NOT work for weapons, shields or engines when they get knocked off line by swarmers in the Dyson Sphere.
I'll check again for aux the next time I am in the Dyson sphere... If I remember that is.

A capacitor is not a battery. A capacitor holds a charge, whilst a battery generates one. Completely different workings.
That's just a labeling issue -- The Red Matter Capacitor functions as a battery as opposed to a physical capacitor since it generates its own power as opposed to holding a charge from another incoming source. It could have been called a Red Matter Power Cell as far as STO is concerned.
Issues verified, both that the Quartermaster does not affect the RMC's cooldown, and that the RMC's mouse-over text is incorrect. Thanks for the reports.

The Red Matter Capacitor is somewhat of a different animal. While I'm not familiar with the quantum physics of R-Reverse E-Energy D-Distribution, as the "RED" in Red matter, the implication is that "Red matter" is a sort of *encapsulated totality of that process in a highly volatile state looking for an excuse to happen. In a controlled environment of Star Trek it appears Red Matter can be stored and properly measured can be made use of as an energy source. Under R-Reverse E-Energy D-Distribution theory it could qualify as a capacitor of sorts since the building up and storage of lines of flux as an ongoing reference bears a similar equate.
However, in R-Reverse E-Energy D-Distribution theory being used as a power source, or a capacitor, such doesn't take into account that R-Reverse E-Energy D-Distribution requires a reversal of exactly what the name implies. In order for such a theory to work, if I understand it correctly which I do not pretend to do so, it has to be presupposed that alternate realities must already exist from the zero point quantum string theory. Note the name of the "Zero point quantum chamber" associated to the quantum torpedo comes to mind as an interesting association. Also note that in STO we are in fact dealing with an alternate reality. Since the Red matter was created or gathered from the Zero reality it would seem this should be impossible to achieve without a presupposed existence of alternate realities.

(for those who took the time to actually look up R-Reverse E-Energy D-Distribution) Such could mean the end of the STO universe. What a way to close out a game! :eek:
Ultimately the Red Matter Capacitor simply represents an energy source for the sake of the game regardless of it being stored energy or not. What the STO developers choose to do with that energy is a differnt story and if they determine it to be used in some process that fixes downed shields, or the like, then so be it. Not correcting it now though for the stated capabilities seems to be a major cheating of the people who use a Red Matterr Capacitor and especially those who went out of their way to purchase the game when such was advertized for it's existence as a benefit. That's nothing to just blow off as trivial. That's false advertizing. The Devs need to find a better fix for this one and soon. Just my thoughts.

Would it be a big deal to allow it to be buffed? The cooldown is still super long even with it being reduced and we still have to sacrifice a doff slot for it...
While you're at it, you may also want to look to see if it could be made to reduce the CD of the Enhanced Plasma Manifold and the KDF-equivalent, as they act similar to the RMC.
