[Snare] Proc Bugged?

The [Snare] proc on my omni directional disruptor beam appears to be bugged. Everytime it procs, it procs on me and not on the foes as it is supposed to do. Has anybody else encountered this issue?

    I've never seen snare proc at all. Is there some sort of symbol or indication that it procs? My engineer has all snare beams but I've noticed no slowing of targets.

    Here is a video I just took of my ship in a fleet alert. You'll see how my snare actually procs on me, which slows me down, and on the enemies I'm firing upon. It's rather strange actually.
