My guess it's just a repackaged T6 version of the Risian Corvette with a new skin and Pilot boff seating.
I'm also guessing they'll say "as an added bonus, you are able to use the T5-U Risian corvette skin with it!" And maybe add an exclusive ship material/paint job if you already own the T5-U Risian Corvette.
Maybe I'm wrong, but that's what I'm banking on. They won't sincerely retire those ships, in my opinion.
To me it's a safe bet that the Risian ship is a pilot ship, and also that it's T6. For a further conjecture, it's probably a nimble ship since it's pilot, and thus not a carrier or heavy cruiser. The question then becomes what it's boff seating is. This is the part where I can't come up with any strong conclusions. For the Breen ships, each is radically different, there's a BC variant, a raider, and a sci-carrier. Will the Risian ships follow suit? If so, then science would seem most likely. But it's a rather flimsy conjecture.

Or (cue why not both gif) a Risian Pilot Science ship? Take a the Nova's stats, give it a T6 treatment, add the Pilot ship package of more turn, inertia and shields at the cost of a bit of hull and then give it a sporty risian hull shape!

Well the Breen carrier was an intel ship and was the first free ship to be given away after they released intel ships. The Kobali had a command seat and was given away after they released the command ships. So my vote would be that the next would be some sort of pilot ship.
How about a half-escort-half-raider approach?

This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
I too hope that this year's ship is a Risian T6 science ship that's decent to take into battle on a practical level. Submarine based in looks would be an added bonus. It would finally let me take a good look at making a sci romulan or KDF toon and cut down on the whining between both groups.
But knowing our luck it's gonna be a cruiser or something that the T6 lineup is already heavily saturated with.

When I think about everything we've been through together,

If they mirror the Winter Event, it would be a Carrier. That would disappoint me.
Or they make a Corvette and/or Luxury Liner Tier 6 variant. That could be neat,depending on how cross-compatible the parts are.

More likely will be this year, as it will be Fleet T6, and will come with a trait.
