Server is stalling, not connection

I get SERVER NOT RESPONDING in most missions, yet connection is okay.

The missions works for a minute or 2 no problem then the issue starts. There are brief hiccups of activity (quarter second at most) during which there is no rubberbanding, no movement of NPCs during the NOT RESPONDING event (so not warping me to location I should have moved during no connection) The entire instance is stalling and nothing happens for 5 - 10 seconds at a time, followed by another quarter second hiccup of activity. Eventually the game kicks me out. This only happens in missions (single player and STF) not ESD or sector space or Winter Land.

Happening since last server maintenance downtime.
