Bug: The Upgrade Dialog will not allow the user to upgrade when at exactly 100%

Problem: Filling Technology Points to exactly 100% does not allow the user to start the upgrade process.
Repro Steps:
=========
1.) Apply upgrades to an item in such a way that you get the Technology Points to fill exactly to 100%. (in this case 192,000/192,000)
2.) Try to start the upgrade cooking process.
Result:

The user cannot start the upgrade process. You have to apply another upgrade to push the TP beyond 100%+ in order to start cooking.
Note: Look at everything in the UI. The UI says it is at 100%. The Technology points say it is full. You should be able to start cooking at exactly 100%
