Bug report - loudouts broken

I decided to use a previously saved loadout, one I hadn't used in months, made some changes to it and saved using the same slot. Docked at K-9 and found the zero-point conduit in the deflector slot, the JH deflector in an aft weapons slot, a sciende console in an engineering slot, shield batteries and fleet phaser cannons in science slots, and an engineering console in a tactical slot.
