There are TWO Saint Olivias in this game. One is the original, with a handle with "211" in it. She is the one who runs the giveaway and is a very nice person from all accounts. The other is a clone troll, who uses "21I" to mimic the real Olivia as closely as possible. That one spams and harasses and is as obnoxious as they can presumably for the lulz or perhaps some bizarre vendetta against the real Olivia.
So if you see a Saint Olivia spamming or trolling in chat, look closely at the @handle. It should have an I in place of one of the 1s, and is the cloner. Ignore them, and from then on you will only see posts from the original Olivia.

Saint Olivia (well at least the real one) is name of a toon who generally gives away gear for free. I believe most of the gear she gives away have been donated to her fleet by other players. The gear she gives away seems to mostly help out lower level toons rather than high level toons. Although I have read that she gave away a Plasmonic Leech recently which is worth around 35 - 40 million ECs. I believe she adopted "Saint" into her name after many players have called her toon a saint for giving away free gear.

Fix this? They need to make their GM's enforce their own rules. Fixing the ignore feature isn't going to stop what PWE/Cryptic has posted are violations of their TOS.
As long as people are not trying to impersonate PWE/Cryptic employees, they simply do not care if players try to imitate and falsely impersonate other players. Even if those players take the form of 'high profile' players such as STO media representatives from podcasts, players such as Saint Olivia, or really anybody else.
Yes it is in their ToS about trying to impersonate other players, or their fleets, but to be perfectly honest, the GMs do not care.
They have the cop-out of saying, "Well, you can't really duplicate someones @handle perfectly since they're unique, therefore they aren't really breaking that imitation/impersonation rule."

If I go in game and create the handle Captain Smirk@pvvecapta1nsm1rk and start harassing other players in zone chat and trolling them. You can be damn sure I will get a ban for that and an e-mail stating I can't impersonate other players or fraudulently impersonate PWE employees.

If people then report me for trying to imitate the Priority One reps, the GMs will not do anything. They will just say, "Well, you can tell by the 1's instead of i's in the fleet name that it isn't the same fleet, therefore it isn't imitation and a violation of the rules. And those players @handles are unique to those players, so technically they aren't being impersonated either. This report has no merit."
It is helpful to remember GM's are volunteers. Just like Community Mods. They go through a screening process, or should. But in the end, they are players just like everyone else. They may have thought it was neat to be a GM or they would get insider info on the Next Big Thing or they would get preferential treatment in some fashion. I am willing to bet none of the above has ever materialized. Which makes pwe/cryptic just like every other MMO company out there. And then there are the GM's who let a tiny bit of authority go completely to their heads. Can you spell 'Cyber Bully', boys and girls?
Imagine how it must be to log in as a GM and instantly be assailed by nearly everyone in the same instance tattling on everybody else in the same instance. To the point where it is impossible to get anything at all accomplished. Imagine the abuse when Player X brings a supposed 'ToS violation' to you attention and you do not drop the STF you're playing instantly to attend to this. Imagine the trolls making stuff up just to see if they can get a response from you. Imagine responding and then getting slapped down by pwe/cryptic for overstepping your authority.
I certainly wouldn't want anything at all to do with being a GM in STO. And I'd want it even less if my ingame handle publicly identified me as such. I'd probably do the bare minimum required to retain GM status and I'd pass the hard calls along to paid pwe/cryptic staff as fast as I could. Heck, I'd probably pass the easy ones along as well.

whats bad is i accidentally ignored the good one and the bad one due to a type. thankfully i removed the good one from ignore list. the bad one needs to be IP banned.
It's worth noting that name and shame only applies to fleet names and the @handle, not the chat channels of groups that are involved in this troll gimmick such as NoP Public Service and PA:PSTS channels which are run by the reddit group that is having a huge laugh about this drama and the lack of action by Cryptic on their channel subscribers.

Now I'm not ruling out the fact that there could be people with so much free time that they make spam accounts, but this idea that people are targeting a "famous" player just to sully "her" reputation is far fetched.
As it is, I've been on the receiving end of the spam and have probably been hit with challenge invites 200 times. Then it took me a few minutes to locate the privacy settings and change them, and "she" just went around it by spamming me with some other type of invite.
Enough already. Ban the spam accounts and ban the "real" one. Regardless of whether impersonating players is against the ToS, harassing players is definitely against the ToS.

You don't need to go that far. Someone said he was banned (3 days) because he called a character "Geko" unknowing there was a dev with that name.
