Deep Space Encounters Not Rewarding XP at low levels

Levelling up a new toon - and figured I'd run a Deep Space Encounter in the Sirius Sector Block. I had just finished Hide and Seek, and figured why not?
Apparently, the Klingon ships in here do not reward XP, even though I am still a Lieutenant.
