Elachi Sheshar Dreadnought Cruiser (Silent Enemy Set Bug)

When Equipped with all 3 items in Silent Enemy Set, Unspeakable Energy does not work. In the set It says
Unspeakable Energy
Maximum number of Haywire Charges increased to 6, and increases chance to trigger to 10%
** Only works when equipped on an Elachi starship.
This is an Elachi starship after all.
I guess the starship gets 3 Haywire charges but not the 6 that is says nor the increase trigger.
How to reproduce:
1. Put Silent Enemy set on Elachi Dreadnought
2. go in a place where you can space battle
3. look how many charges you get
