Consoles work on Tribble not on Holodeck..

I copied my character to tribble earlier this week and I found my bugged consoles worked perfectly fine whilst I was there. These have been reported, and are either listed in the known bugs thread or reported by other players.
Zero Point - not applying crit chance
Fleet Shield resb - not adapting to damage
Fleet Thoron Infused Sing Core - No amp after upgrade
I checked the tribble patch notes, and these bugs were not mentioned as being fixed. So is it because they were 'new' consoles on tribble, and the faults on holodeck are due to the upgrade system fubaring them?
If its the latter I'm not optimistic of a fix.
