When I was there the first one was changing instance, then 2 more showed up.
If someone from Cryptic wants me to show which fleet I will do. I do have a screenshot of one of them that killed the bartender in Club 47 showing the fleet name and the faction as I was locked onto them.
i think it was simply people who were at one point teleported there by mistake, maybe by a gm. they probably never left.
all the npcs should probably be switched into faction-less contact state or something, that way even if they appear there again, they can at most go dance or run around.
Now clowns, that's another story. They scare the crap out of me.
We fight them too. Entire armies spilling out of Volkswagens.
We do our best to fight them off, but they keep sending them in.

This would also really help during the other events. The last time during some event (was it the doff weekend or anniversary?) some of the klingon NPCs you could encounter in the academy were able to kill the vendors, tailors, etc. That was also quite annoying.
1: ESD is not the only location affected. Starfleet characters can get to First City just as easily as KDF characters can get to ESD. The glitch works both ways, depending on which person clicks the button.
2: This is an old exploit. And the very same method from the first year still works today. (For the record, yes, I do know exactly how to do it.)
3: I have PERSONALLY contacted the Devs every year since the start, and even instructed them step by step on how to perform this glitch. But to date, not even one has given me any response, at all.
4: The best we can hope for is when the Devs login, and actively patrol ESD, and trigger ban any KDF they see walking around. I have seen this happen twice this week alone, so I know for a fact that they are taking a part in controlling the situation.
5: So are they going to fix it? Never. Patrolling and trigger banning is much easier, and much more cost-effective.
6: At this point, we would have better luck trying to convince them to fix the City area of Defera Invasion hard missions.
So many bad bugs, and you ask to fix one of the fun ones?
wow sto playerbase always amazes me.

There is a big difference between fun, and not acceptable. Now the simple fact of KDF being able to come to ESD, or Starfleet being able to come to First City, those are fun. But the very fact that the NPCs are labelled as enemies, which then gives the players the ability to kill those NPCs, including the vendor trash merchants, and mission-givers, and even Q himself, now that is just plain rude. And if players can find a way to kill something, they will. The players having the ability to kill key NPCs, and thereby breaking the game, that is the problem.
Makes me wonder if the Trolls are running the game the way Cryptic muck around with things like this.
You know, there have been several interesting (See: Ridiculous) conspiracy theories about exactly that. My particular favourite was how Cryptic is actually a member of Starfleet Dental. But again, conspiracy theory.

As with any glitch, if it's deliberately left in a perpetually un-fixed state.
Then, bans are not a good idea and are very very bad for the game population. People who have nothing to do with this but just hear that something like that is going on lose (more) confidence in the game and it generates bad will.
(EDIT: people are disgruntled enough already)
The best solution I've seen to something like this (and I've seen it before in games) is that they make npc un-attackable and add guards that can teleport-vaporize opposite faction. It stops it, and it also adds some good humor to the game.

I don't think that's the case. I seen two KDF faction players on ESD from the same fleet at the same time and hearing reports from fleet members of others in other instances so it's not something random. This is something that needs fixing as they are not ment to be there.
there were some KDF yesterday asking for someone to grant diplomatic immunity so they could visit ESD. I wonder if it's related.
nope ,not even close.
you can't kill npcs except the bartender and even if he dies the button for his menu is still there so you can stop the QQ and say thanks a klink thought to visit your supermarket like station

This shows you dont know how to replicate it.You can get any kdf on esd without him knowing....but yea i hope ill get you on esd and they ban you so you learn your lesson and stop asking for bans in broken games lol

No kidding, right? ESD is so much more efficient than the Klingon home world first city and space dock. I want to pull my hair out sometimes when I play my Klingon character, especially when I'm upgrading a ship.
Space the final frontier. These are the voyages of [your name here] on a five year mission to gain one level after the delta rising xp nerf.

However when it devolves into killing off all the NPCs that people need for vendors, missions etc...then it gets a bit annoying.
