According to the STO News under rewards "Each of these new offerings will require you to have participated in the "Tides of Ice" event at least once before they will become available to purchase. But, once unlocked the store will accept your previous ornaments, which is does not and only some of the new items are available.
It does not say anything in the rewards list nor the release notes that this has to be completed 10 times each for each toon, in order to unlock the accolade you need to complete it 10 times but not for purchase.
Double-click on the warp core or singularity core and the tooltip will tell you that in order to puchase this item you need to complete Tides of Ice 10 times. For the modules you need to complete it 5 times. As far as I know this is the only place where this actual requirement is even mentioned in-game.
The good news - there's a patch coming that will make completion of 10 runs of this an account unlock.
The bad news - Tides of Ice seems to be bugged, and does not always award a "completion" credit at the end of the event. Took about 16 runs to get 10 done on my main.

This restriction will become account wide with this weeks patch.
Meaning that only one Character on your account will need to run the Tides of Ice 10x to unlock all store items for all characters on your account.
You can see the info in the tribble notes from 12/05/2014

Not quite. It is completion of 10 runs on one character that gives the account unlock not a completion of 10 runs. If I run it 5 times on one character and 5 times on another character, then I won't get the Breen Warp Core until I run Tides of Ice another 5 times on one of the characters I mentioned.
Take heart, it only takes three solid days to get this unlocked.
By 3 days... I take it you only play a few hours a day
At one tide very hour, you can have it completed over a 10 hour span of time, with the actual playtime being closer to 1.5 hours. If you're lucky, you can have it done over a 5 hour period of time (if you get 5 tides in a row as the random event of the hour)
Hey people if it take for u to Long ask the dev´s if u can buy 35k Dili!
Why so many People to Cry for something they get for totaly Free(items u need u get for free from Doff Missis),only thing u have to do is a Event u can do every Hour.
Bubububu mimimimi i have to run 20 days for a Free a daily Event that takes around 1 Minute to get a Free T6 Ship and the 1 have to run 1 Time on other Char to get the Ship 2 and i didnt need to Pay 3k Zen for the SHip bubububu mimimim im Crying!

No idea if that'll be in the patch though.
I believe that they're also going to make it easier to get credit for Tides.
(I got credit on one of my chars on Friday, well before I could afford the core. We still have a month, so unless you need it NOW you should be fine.)

I could afford the core long before I got 10 credited runs, thanks to plenty of doffing and some pie eating.
I'm not saying that time will be an issue with most of the event left to go. But it is BAD news that the runs don't always reward anything. It's not a "short" PvE like the race for the autographs, and while it's fun, it isn't thrilling to get nothing for 10 minutes of running around. Also - 10 completions is reasonable for casual players who are logging in once a day or so for an hour. Run this thing at the top of the hour 10 times over the course of the event. 16 I could see being a bit much if you don't play every day, or for long.
I hope they make rewards more consistent on it. I've been in some where we've knocked down the Snorg queen in seconds, and 0 escaped us - and was bugged. I've been with some newer players who were VERY confused that it rewarded nothing.
I only bothered getting to 10 "completed" runs myself because I happened to get to 8 on the weekend, and was lucky enough that the bonus instance and next top of the hour didn't bug. A few people I play with - are simply going to wait for the patch before bothering with it again.
Wonder if anyone else noticed or can say I am wrong with this...
If you are doing alot of damage and get no rewards at the end of each wave then your instance is bugged and you had better switch to another if you want credit at the end...

So nah, it's not that bad
So I should forget about everything else and hang by my computer so I can log in every hour on the hour to do it sooner?
I take it you do not work for a living, do not have young children, and/or are independently wealthy and retired?
Thank god they're making it account wide, I have like 22 characters. No way I'm running that bloody thing 220 times.
Oh, this. I wasn't trying very hard to play the Event at all. This might make me reconsider, on at least one character. Hope that rumor is accurate.

I believe you are wrong. To get credit for ToI, you must complete all 10 waves. If you notice you are not getting credit for waves, it is already too late to bother switching instances.
Also, there have been a couple times I never saw the popup window showing me the rewards for a particular wave, but it would seem I still got credit for that wave since I got the final reward, so jumping instances because it looks like you didn't get the reward just means you are reducing your chances to do damage for the next wave, which will likely result in your being DQ'ed for the Final reward.

I'll take this to mean this will actually hit Holodeck, not just Tribble? My fear when I first heard this was hitting Tribble was that it was being done simply to make it easier to get the gear on Tribble so people could test it, but leave the grinding on Holodeck.

so what's the problem with 10 times? it's fun and hysterical to do!
I'm seriously beginning to believe it's not the game or Cryptic that's the problem it's the supposition of self entitlement of the players
It is more along the lines of how you look at it as grind or time gate for something that either isn't that great to begin with to will be made obsolete soon after the event will end.

Till the next patch comes from Tribble to Holodeck, it's 10 hours per character, just to unlock some items in the winter rep store.
If you see nothing crazy about that, you must love DR.
TOIVA, Toi Vaxx, Toia Vix, Toveg, T'vritha, To Vrax: Bring in the Allegiance class. Toi'Va, Ti'vath, Toivia, Ty'Vris, Tia Vex, Toi'Virth: Add Tier 6 KDF Carrier and Raider. Tae'Va, T'Vaya, To'Var, Tevra, T'Vira, To'Vrak: Give us Asylums for Romulans.

then it is up to you as a player to decide if it's worth it.
I can buy a vacation package to China for a specified sum of money. if I don't LIKE china it's not worth saving (grinding) for that trip. no one is forcing me to go, and you won't hear me complain that i don't really like China so they should sell me that vacation package for a quarter the asking price.
Players with 20-50 toons, who are already at max EC's from crafting and the exchange, wanted to buy the warp cores for all their toons. They didn't want to work, so they cried a river and got their wish.
Have to put it this bluntly. BTW. how many people plan to use that core anyway.

Actually, since ToI runs twice an hour, its 5 - 10 hours per character, (I've done 3 of mine so far...)
Still, its going to take at least this amount of time just to grind the Winter Event Trinkets to purchase from the Event store, so the grind isn't as bad as it sounds...

If you had 20 to 50 toons, then you would have to do 200 to 500 Tides of Ice to get it unlocked for each character. There are very few people that would think that is not too excessive. Even if they didn't run it for the Warp Core, there are still useful items like the Cold Kit modules.

the modules only require 5 I think, and really they aren't much better than their "non-cold" counterparts
if you have 20 toons and really want these items, either accept that its going to be a lot of work or be selective about which toons get what
I do think 10 times is a bit excesive given the reward (warp core is really not that great) but this whole outrage kinda reminds me of those complaints about cryptic not adding another rep trait slot when they added more rep traits, because its just so horrible that you have to choose only 4 out of the 6 traits to slot at once

double clicking the item in the store should tell you the requirements, but it should be less than 10, only the warp core/singularity core req 10
