Can't Buy New Winter Wonderland Items

Can anyone help me with this?

I have 7 characters, none of them can buy any of the items labelled "new" from the Winter Wonderland item vendor.

Everything old I can buy, but nothing new. I've unlocked the event reputation, but still no luck.

Anyone know if there's something I have to do first?

    Have to run Tide of Ice event five times for the new costumes, weapons, and devices.

    Ten times for the new cores that are the 4th piece added to the Breen set.

    Tide of Ice is run twice per hour. Once about 15 min till the hour, and again at the top of the hour.

    Have you done the 'Tides of Ice' event at least 5 times w/ a single character? That might be why.

    If so then idk what the problem is.

    There's an accolade on the tenth tides run so you know you did your store penance.

    It's titled 'line in the snow'.
