Predictive algorithms do not remove debuff effect

Tooltip states: "Activating any weapon enhancement ability removes 1 debuff effect... "
Well in a private pvp match where my fleetmate was applying various debuffs on me (subnucleonic beam, energy syphon, attack pattern beta, sensor scan) and I was triggering weapon enhancement abilities (surgical strikes, torpedo high yield) none of the debuffs applied were removed by doing that.
However the accuracy bonus does work.
Or else Im really stupid and I dont know which abilities count as debuffs.
