That's not a fix. That's an "Oh ****! The players aren't just whining, they really are refusing to participate in the Winter Event because of the grind/time lock! We better make this account wide fast."
A fix would be worded "Fixed a bug" or "Resolved an issue".

I'm just glad I don't have to be FORCED to do it NINETY more times for my alts.

I guess by that thinking, They are paying attention to Their "Metrics".
My only gripe is that getting the "Recipes" is dang near impossible if you aren't fast enough in the Village.
They should have made them drop occasionally from Snowman kills, instead of being the first to a particular spot in the game.
But that's just a nit considering all the other krap that we have had to deal with lately.

I knew they would fix this, but I was expecting it to be fixed like Skill Trays, not fixed like Japori.

We are already getting all the ships discounted on ever toon after the first. We already grind the rep system for the space gear "Per Character". What's so different here?
Are you actually playing all these toons all the time? 10, 18, 50 toons? A doubt it., and besides how many are using the Breen space set anyway?

In a recent interview, Jesse Heinig was asked about reducing the Grind and making the game more Alt-friendly, however, the method he used as an example was increasing their use of Account-wide unlocks. This QWW Event is an example of this, unlock the T6 Breen Carrier the hard way for one toon, then it gets cheaper and easier for the others.
However, this only makes things easier if you're the kind of person to get everything for every alt.
If you focus your Alts, one only using Cruisers, another Escorts, and another Science Vessels, for example, then each toon faces it's own exhausting and insultingly tedious grind, and unlocking anything Account wide is basically a slap in the face because it does nothing for your Alts.

The difference, my strangely annoyed friend is this:
We are being told what to play.
We are being told how to play it,
We are being told how long to play it.
We are even being told WHAT TIME we have to play it.
And there is no logical reasoning behind it.
There is a logic. And the logic does not bode well:
- we spend our budget to create a new content
- we need to demonstrate to our annoyed management that the new content is the best content ever and players love it
- we attach shiny for players who start endlessly replaying the content
- we present metric to our annoyed management that demonstrates the new content is played a lot which means it is indeed the best content ever and players love it
- we get budget for next new content
As the OP said, it would be perfectly reasonable to add the condition "participate x times in various winter missions". However when you attach it to the single new mission, the goal is kinda obvious.

I think that whatever grind requirement was introduced, some players would make the same complaint, and assign the same 'PWE overlord' or 'money / time grab' arguments to it. Honestly, if the grind were originally set up as 10 of anything, the forums would be just as littered with players crying foul about still being 'forced' to spend time in the WW. No matter where Cryptic drew the line there'd be complaints about it, because there are enough forumgoers who are willing to complain about wanting their new items without having to do the requirements.
I think it makes sense that the new goodies are attached to playing the new content. And I really didn't feel that 10 times over a month-and-a-half period was all that daunting.
