I've always thought that it would be a console or ability that would ultimately break this game. I was wrong. Traits have truly broken/smashed/demolished this game. Passive ones at that.
Load Viral Torp, the trait from the Benthan cruiser, makes the next torpedo you fire disable the target for 5 seconds. Every 10 seconds.
Seriously? WTF?
Even though it's cleared by Science Team, Science Team can only activate once every 15 seconds if you have 2 copies or you're using Aux2BS. Meaning you can most likely get at least 1 or 2 disables per Science Team. If you can't speed up the cooldown of Science Team or you only have one then you're going to be disabled 3 or 4 times per Science Team.
If you don't stock Science Team on your ship then you're disabled for 50% of the match. Take a moment to think about that. Take a moment to think about how on Earth could anyone in their right mind implement such a change with the honest belief that the game could be better for such a change.
Pure and simple, this is game breaking.
The other passive trait that is game breaking is Desperate Repairs. This is ludicrous. I've played at least 10 matches against people that have it and every match has shown that Desperate Repairs has healed more than every other healing ability combined. One match was against an Engineer that had HE 2, Aux2SIF 3 and Engineering Team 2. Desperate Repairs healed more than double the hull than the combined amount of those hull heals PLUS Miracle Worker did.
Tell me how this is balanced? Tell me how this isn't a crippling blow to PvP?
Cryptic, You're ruining this game more and more every day. I'm now of the opinion that the sooner this game dies the sooner another Star Trek game can be made by someone else, hopefully someone that will learn from your foolhardy and erroneous ways. I'm writing to CBS to implore that they cease all business with you for damaging the Star Trek name with this sham of a game. I ask anyone else who is as disappointed with this game as I am to do the same.

It loads a torp you can fire any time in the next 30s... and yes the self lockout is 10s... The protection on one target though is 20s. So if you reload it 10s later and hit the same target it will not disable them. You can however switch targets and disable someone else instead.
Is it really anymore broken then Reprocity though ? lol
Seriously though games been dead awhile... don't beat yourself up enjoy the PvE and or find something else worth PvPing in.

It's also locked out if you use TS or HY...probably Transport as well.

Yes and no.
Yes to the pang that is. Its a great trait to use with the pang as the speed makes it a very easy to use insta stun.
When I left a few weeks back I didn't find VM torp any more op then any of the other traits... and ya it does require you run a torp build, which is self balancing. Its a bit more annoyance to add on a sci sci outside of that though I didn't find it all that great. As Virus has said it is over ridden by any actual torp skill (yes transport as well)... its mostly nice on a sci where you can pop them off inbetween spreads... and yes a pang makes likely the best VM insta stun torp.
It makes any non-intelligence ship completely useless.

I've been out for 2 weeks... can't say I have read anything in the patch notes that would lead me to believe PvP isn't still a joke. If I'm wrong please convince me and I'll be back today.

I took a break out for 2 weeks as well for different reasons, didn't post doom on forums, I came back and we are still doing games every night.
Balanced i must say.
You are free not to trust me, but ask people that played 4 5v5s yesterday if I'm wrong. T'Lilu, hannibal, Nekoru, Wadwor, John May Lives(my favorite KDF healer:), bauklotz, etc.
In Arena you get what you get, on OPvP i try to balance things so it's fun. and it is fun for me.
Also you can check out video in my sig that is a montage from 10+ 10v10 games we did on OPvP.
I don't have any upgraded gear, just 2 insignificant MKXIII, and I'm able to play.
Only thing that is fking hindering normal gameplay in STO ATM is Specialisation, or rather amount of grind to max it, which is a s Drunk said somewhere, gonna be patched up again.

ok what is it about nuetronic torp that people think is op? Am i missing something? Cause i run it on my bug with high yield 2, so it shoots 3 torps, far as i know you only do power drain on one torp, so what is so op about it???
It was the previous Tribble patch which still hasn't hit Holodeck yet. There are two Tribble patches as well as the Winter Event waiting to hit Holodeck on Thursday.
Take a look at the damage your HY2 is doing there...kind of looks like HY3 damage, eh? Guess what that means for HY3 then? Woot, woot! Then you've got similar fun with TS2 ~= TS3 and TS3 just being wunderbar (are there two R's at the end there? I don't know)...course, TS1 is the very definition of pathetic underpowered garbage compared to everything else.
Lol.. yep.. That is my next item to go on my sci ship.. Gravity well, tractor repulse converted to multi-tractor beam, energy and shield drain, then... bam the Nuetronic Torp hits all those ships with reduced shields and resistance... fun times.
