My screen freeze work around

Using trouble shooting notes from GW2. I have identified the cause of my problems with the screen randomly freezing. Using GPU-Z it shows that my Nvidia GTX 660 Ti is running at PCI-E 2.0x16 @x16 1.1 in STO. So the power saving mode is running in the game whether I use DirectX 9 or 11 and it is not scaling up when a heavy graphics demand is being made. And trying to manually force it in Nvidia control panel global settings and STO settings does not fix this.

The card is running at full speed PCI-E 2.0x16 @x16 2.0 in Guild Wars 1 and 2, Borderlands and other games. As a work around if I use the "Start render test" feature in GPU-Z and leave it running, STO does not freeze for me anymore. It's a clunky work around but it works for me.

This started being an issue for me with the patch before Delta Rising. I used to be able to watch Netflix or DVDs in one window and play STO in another. But since that patch my entire screen will freeze for random periods whenever STO is running. And if I try running another window at the same time I get random blue screens. I have not tried this yet with a second window open, I don't want to push my luck.
