Tetryon Pulse Generators Not Upgradeable

I bought some rare Mk XII Tetryon Pulse Generators to upgrade. When I click on them to upgrade, I don't get the choice to upgrade them. I have upgraded other Mk XII rare consoles, Vaunerability Locators, and plenty of other stuff. Are these overlooked, bugged, or working as intended?

    There are non-upgradeable Tet consoles that drop from DQ missions. They were selling for next to nothing on the Exchange...have people started trying to scam with them?
