No UI in character appearance tab in character creation

I'm copying this over from my post in the "known issues" thread. I made that one when I was unable to create a new thread due to recent registration.

Hello... I can't post this to a separate thread yet because of the registration date thingey, but...
I've been trying to get two of my friends to play Star Trek Online together with me, however, they cannot do so because when they try to create their character they simply get no interface in the "Appearance" tab of character creator. One of my friends has been poking the support from his account, though neither him nor I think anything would eventually work out... Has anyone seen issue like this before?
Steps tried with guidance from support:
- Disable on-demand patching, force verify, download around 4 GBs of whatever.
- Delete gameprefs file to reset settings
Last suggestion was to do the safe mode start. Haven't tried it yet, though.

Also, when both of my friends changed the graphics settings on their game it simply "hung up" on the title screen, refusing to load and stopping to respond. Their systems are very capable of handling the game from hardware standpoint, so I can't see why it would do that.

Actually, it's not just the UI in character creation window, this issue concerns:
- "Appearance" tab of the character creation window
- the tailor's window (quite expectedly - as it is essentially the same as the previous article)
- the dilithium ore minigame window
- the R&D materials (and before the current R&D system came into place - particles) scanning minigame window
- the New Romulus radiation scanning minigame window

I've encountered with this bug over a year ago already (yeah, lol).
The support expectedly proved itself as helpful as a chocolate teapot. (Well, at least they didn't advice to re-install the operating system - which as I recently found it would be also quiet useless - the bug showed itself on the "clear install" version of Windows).
The bug report ticket (complete with description, PC and OS specifications, screenshots and videos) I have submitted at that through in-game system also seems to have fallen into oblivion.

At that time I thought that it maybe was a local PC issue and left it, where it was, and didn't press it further, as this was not critical to may experience with the game then. But recently I've seen this bug repeat itself on the other PCs and also found this topic. What's important is that they have virtually nothing in common - hardware, the version of Windows used are completely different.

So now after more than year and several game's seasons, even a new expansion DR passed, there were no changes in this direction. And is starts to be quite annoying, to tell the truth.

All you can do at this moment is find a PC and OS where this UI elements DO work .
