Commendation level up bug

Hi there,
I appear to be having a bug where my engineering lvl from duty officer missions will not lvl up from 0 to 1 even though I have enough points. Please see pic in link below.

As you can see, I have 3204/2500 points to lvl up yet it won't level me up. I have reloaded the game multiple times yet it does nothing. I'm wondering if this is a new bug with latest patch. Any help would be appreciated thanks.

    You can do a manual commendation record update from the Academy (speak to St'aas).

    However, is your inventory full?
