This doesn't happen all the time but often enough you can see it happen about once every five minutes of combat.
When you activate torpedo spread with the Elachi Subspace torpedo (its the only torpedo on my build), normally the torpedo gains the spread power and when you sweep the target into its firing arc the torpedo takes 1-2 seconds to fire. However occasionally when you sweep the target into the torps firing arc with torp spread active the torpedo goes into what looks like 2 consecutive cool down states before firing. The first is what seems to be when the weapon should fire, but instead triggers a second even longer cool down timer, before attempting to fire after that.
The second cool down time being so long makes me think it looks like the torp thinks another torp has been fired, triggering a global cooldown time on itself before attempting to re fire again.
I recorded a run of Borg Disconnected and during this time the bug occurred 4 times. At these time points:

Watch the top right weapon in my weapon activation tray area, that's the torp, you'll see it go into and extra cool down at these time points.
All other activations of the torp with torp spread appear to work on queue and as expected, so its quite intermittent.

I also did notice the torpedo behaving strangely, I thought it might have been some kind of visual artifact, like perhaps it was firing and the cooldown-timer-clockface on the icon wasn't showing anything important. It would spin a couple times before firing for some reason.
But, that's not it. For some reason, it doesn't seem to always fire in a timely manner. No idea why. It's sitting in my bank now, gathering dust.
In general, this is from memory, but it seemed to happen more often in chaotic combat, multiple ships and effects going on.
I think that's because it's a tricobalt? But yes, since the trics got nerfed a lower CD should be considered.
Oh? Its the first time I've seen it. Which torps exactly? Rep/lobi ones only or any regular kind?

Yeah, some torpedoes have extra long cooldowns after using high yield bridge officer abilities. The Gravimetric Torpedo is one such torpedo. Normally it has an 8 second cooldown, but after high yield it has a 10 second cooldown. I really wish it didn't, but I assume it is for balance purposes. Though you'd think the destructible and slower movement state would be enough beyond the longer cooldown.
