Actually, all Omni-directional beam arrays are a crafting item under the beams school. It requires Level 15 in beams in order to make, which I believe why you didn't see it listed. This is the only other way to obtain it.
If you don't wanna have to grind through it, just do the 20 hour experience research at the very bottom of the beams section. You can activate that, and continue as you normally would, or log off and come back the next day and start another. I do 4 different researches at once, and its been coming along nicely. Buy it will take a little longer than a month to complete. I started mine when it was first released, and I'm still only at lvl 13.

Check with your Fleet to see if anyone has the necessary doff and level 15 in Beams to assemble the Omni. You'll need to get a character to level 5 in Beams to make the necessary components, or buy the components off the Exchange... but so long as they aren't having the spend their materials and components (especially the dilithium needed to make the Very Rare components) to make an Omni for you, you should be able to find someone willing to put one together on your behalf. Either that or check the Exchange for one, though that's market rate for a fully assembled Omni rather than getting a hand from a Fleetie.

2nd level a 3 schools to the point that you unlock the 4th Project slot.
3rd take that one school and don nothing but 20hr and craft 3 things at once. While your playing either R&D tech or MK 2-4 consoles. You get the same amount of XP no matter what as long as a project is running. When you log out for the evening though start higher mark items as they take longer to craft and are earning you more XP while your not on. (as far as EC costs go there not much of a concern if your playing the game during this time.... basic materials to craft mk X are easy to obtain for free)
4th When you get ONE school to 15 you unlock a 5th Project slot... which means getting more done now is much easier.
Seriously crafting is not new now... any school important to anyone should be long done already even if your super casual and only play a few times a week.
If you haven't done anything on it... focus on one school and even if you only plya 3 or 4 times a week you shouldn't have much issue getting a school done in a month.

Yes, I did nothing but the 6000 point 20 hr missions to up my crafting and reached 15 on ONE school last week. The one school got slotted every day while the others rotated through the other 3 slots. All the rest are at 12 currently.
And I think you'd have to have or buy a special doff to even craft those beams. And they are quite expensive on the exchange.
And... I think you can only mount 1 of these beams at a time, so getting to 15 to make 1 is a bit of effort.
My advice... gather the mats and find a friend that already got to 15 and ask nicely to have him build you one.
Sometimes I think I play STO just to have something to complain about on the forums.
Where you obtain an omni-directional disruptor beam, other than the exchange?
It's not a crafting item. DR episode reward? A rep store?
I would love to get one, but insanely expensive on the exchange for me.

After I got to lvl 15 beams I decided to sell the crafting mats on the exchange & buy a UR version beam instead. Not only does each crafting try requires a big amount of dil but to do it at all you'll need a beam R&D specialist DOFF too (the energy weapon doff for the normal beams wont do it) which is either a purple one for abou 40mil from the exchange or a white one which does not add to the UR chance from (afaik) the 1k dil R&D assistance daily (random; not granted) or also for a few mil of the exchange.
If you should have all of that you still might end up with a [arc] that only has undesirable mods to your playstyle; like the [pvp] ones for ppl not doing pvp.
If you are only interested in one or two of those beams save yourself the trouble; currently its cheaper on the exchange to just get most common energy variants of the beams directly.

You want level 15 anyway. 15 grants you 3 things:
-- the ability to craft this 360 beam
-- a new trait: beam barrage or something like that.
-- the ability to craft the purple quality gear upgrade tokens ... much cheaper than buying them from others. They offer much more upgrade points per use and only cost a little bit more dil per use, so your stuff costs less dil to upgrade but somewhat more EC.
You may also want some of the other schools at 15 for the traits and upgrades.
As for crafting junk.... you can craft the lower tier stuff (tier VI and VIII I think) which convert white and green (for VI) or white, green, and a LITTLE blue materials into valuable vendor trash. It is actually quite good income to vendor these, and it costs effectively nothing given the exchange value of the green and white crafting mats --- and you can replace the mats with DO assignments without lifting a finger.
Also, to note. The crafted beam is limited to equipping one per ship. So if you are planning a build that requires more than one, you're out of luck. A two-omni build is possible by also using the mission reward one, which is antiproton type, but to get the most out of your tac consoles, this would require your entire build being antiproton.

A Phaser Omni and Disruptor Omni are not the same...
I know for a fact that you can mount at least two Omni's, because I have two mounted on one of my characters.
One Omni is crafted, the other is the Omni you get as a reward for completing "Sphere of Influence".
So do I. The one from Sphere of Influence is Antiproton only.
(And for the record, I have 4 characters who have hit 15 in at least 2 schools, and most are close to 16 in one.)
Sure, but it's stronger than a turret and fits in an aft slot. When maximizing your forward firepower, that matters. On top of it, the real reason to use it is the 2pc bonus that adds damage to all other weapons, on top of what they do. Plus, the borg assimilated console gives crit bonuses, so why wouldn't you run it?
Cheaper on the exchange than to craft it. It takes 3 VR materials which cost upwards of 4 mil each. The reason there are cheap ones on the exchange is because Dam mod is TRIBBLE and the person keeps crafting for a crtdx3 for his ship.

If he is common Quality he will make me a purple very rare beam, if he is very rare quality he will make me a ultra rare beam, correct?

It will take about a month. The R&D project that you want to do is the 6000 xp one at the bottom. (Just scroll down and you will see it.)

The BCB is kinetic, and not affected by beam consoles or powers, making it an odd duck.
You can craft it in any of the standard 6 energy flavours. But no way to get one in, say, Romulan Plasma.
