Active Space DOFF reset problem again (Fed Engineer Breen Chel Grett T5-U)

Every time after change of any type of instance space,ground,pvp,pve

Fed Engineer Level (52) Breen Chel Grett T5-U Borg Mk XII Set
- Active Space DOFF reset to 0 , no DOFFs in slots
- Some abilities vanish from skill bar (Tactical Team I,Breen Sensor Disruption Field,Borg Tractor Beam )

Klingon Tactical Level (55) Breen Chel Grett T5-U Borg Mk XII Set
- BOFF skill vanish from ships skill bar (Tactical Team I,Borg Tractor Beam )

Fed Tactical Level (54) Breen Chel Grett T5-U Borg Mk XII Set
- BOFF skill vanish from ships skill bar (Tactical Team I,Borg Tractor Beam )

Rom-Fed Tactical Level (60) Breen Chel Grett T5-U Borg Mk XII Set
- BOFF skill vanish from ships skill bar (Borg Tractor Beam )

I don't have problems with load-outs cause I don't have them never works for me, it was buged from day 1, i was able to use only 1 load-out.
In the beginning there was all and then become nothing

I AM PISSED OFF AFTER 3 YRS. I STILL CAN'T USE OR CHANGE OR DELETE OUTFIT IN 3 OF 5 OUTFIT SLOTS ON MY KLINGON TOON !
