I have come across a few strange issues with these traits from the new Delta Rep. I will try to outline the issues here.
1.) Full Impulse causes Enhanced Rending Shots to trigger.
It will start to stack, at a rate of 1 per second, until somewhere between 1 and 10 stacks have been applied, then it will vanish. However, in a few seconds it will start counting up again if you remain at Full Impulse.
2.) Full Impulse causes Reactive Ship Repairs to trigger.
After its cooldown has expired, it will trigger again if you are still at Full Impulse.
Having both of these traits active while traveling at Full Impulse will cause Enhanced Rending Shots to stack up and, when the stack vanishes, Reactive Ship Repairs will trigger.
3.) Chained attacks can cause Reactive Ship Repairs to heal enemies.

I know these are technically 3 bugs, so I hope the post isn't too confusing.

True, but the critical hit bonus stack, the hull heal (if active), and the trait cooldowns will carry into combat if you full impulse into combat, also the description says nothing about these things triggering at full impulse.
also it is NOT triggering when i crit an enemy but ONLY on going to full impulse
