Insubordinate Doffs

So, over the past few years I've cleaned out my doff list a number of times. Each time I have noticed that occasionally when I'm mailing common/uncommon doffs to alts a few times the mail just vanishes without the doffs being sent. Eventually I'll narrow it down to which of the five it won't let me send, and move on from there.
I've now discovered new information on this phenomenon. Every doff that it won't let me send cannot be dismissed (the button is greyed out and it says they're on assignment) and cannot be used in any missions, r&d, or active doff slots. The game itself says they are on reserve, and will let me place them into a mail attachment slot. Over the years this list of insubordinate freeloaders on my roster has grown to number 18 doffs.
Commons - Natela Revok, Well Erovra, Kelsey Letty Parisian
Uncommons - Sup, Nyvinyth Itheri, Chantel Marlys Clauson, Tina Renata Modi, Candy Suzatte Veach, Elkal Prim, Pozer
Rare - Gaad, Penni Cammi Pilgrim, Rusada, Imusos Ulmlit, Lep Dgela
Very Rare - Lara Agustina Ngov, Marna Merilyn Gleave (I have two Marna's - one works fine, the other does not.)
Keep in mind that these doffs are not bound, and are not currently in use in any way. In fact, even if the game would let me use them in missions, I doubt they would ever be selected for anything as I have enough Very Rare doffs that even my rares don't get used all that often.
I have not counted to see if they are actually taking up a slot on my roster, as I tend to range between 400 and 500 doffs at any time and that sounds like a lot of counting. Either way, they're on my list and I'd like to throw a good number of them out an airlock.
